You do the weather dance. You need the tech leadership level 2 a tribal chief and at least 2 adept farmers.

First, you have to put the tribal chief on a lit fire. Then, put the 2 adept farmers on the lit fire. They will start to weather dance, and puzzle 5 will have been completed as well.

You can make it rain by dropping a villager on the healthy stalks in the stream to the left. He will go get a cutting tool and return to the stalks. Once he is covered in sticky glue put him in the Flute area to meditate. Keep everyone else away for a few minutes and it will rain.

You cannot make it rain in Animal Crossing. It usually rains in the spring. The weather changes in the seasons outside.
