the only way is through a download, the link i added will bring you to place you need in order to get that download.
if you know how to add downloads into your sims game then great! if not here are some instructions.
you will need to download WinRAR (I also added this link, and it's free) after the program is downloaded go into
My Documents/EA games/The sims 2
then make a new folder and name it "Downloads"
go to the website for the download and save it into the new folder you created. when it is saved go into the folder, right click it and select "Extract here" now you have the mod in your game.
All you have to do is have 7 sims in your family. Then get the mom pregnant and then do forcetwins and bam. You have 9 sims.

∙ 13y agoWhile you're creating you sims in Create A Sim, on the bottom right next to the icon of the current sim you're working on there will be a little box with a kind of stick-figure in it or something (haven't played in a little while) with a + next to it. Click then to make another sim in the same family.

You can't really 'control' more than 8 sims at once but you could maybe take your household to a community lot where there will be more sims that you can interact with; or throw a party and invite over sims that you want in your movie.
