YOu need a binder (it can be egg, linseed oil, caseine), and pigment powder. This is hard to make yourself, but if you want to: take a chemically stable (colored ) substance, like earth, ground gemstones etc, and grind it to bits with a muller. The finer the better.
But pigment powder can be bought as such. Rembrandt still used to make his own lead white pigment, by having lead oxyidized (it was hung over horse urine). Don't try this at home, lead oxyde powder is extremely poisonous, even forbidden because of that in most countries.
