You have to have them go downtown and then if you see a Sim walking around with its hand in its face then its a vampire, get your Sims to know it until it becomes friends then invite it to your Sims house and make another Sim influence it to bite the neck of the Sim you want, either that or use a cheat (boolprop testingcheatsenabled true) in the cheat box, go into Sims house, shift click on your Sim and choose "make vampire".
You have to have nightlife to make vampires in the Sims 2. And also you have to buy a coffin for your vampire Sim and have them sleep in it during the day, other wise it'll burn and die, also take out all of the windows in your Sims house.
