There are a couple of reasons why you may want to add someone as an author for your WordPress site. You may want an assistant to help you create posts and pages but restrict him/her from changing major settings. Or you may want to give someone access to be able to do guest posts on your blog.
If the person isn't already a registered User of your site, then you need to add him/her as a new User.
To do this, go to Users > Add New in your WordPress Dashboard.
Fill out the form. When you get to the 'Role' question, you're given the choice of several different types of role, each with different restrictions and permissions.
Administrator - Somebody who has access to all the administration features
Editor - Somebody who can publish and manage posts and pages as well as manage other users' posts, etc.
Author - Somebody who can publish and manage their own posts
Contributor - Somebody who can write and manage their posts but not publish them
Subscriber - Somebody who can only manage their profile
If the person is already a registered User of your site, then go to Users > All Users then hover your mouse cursor over the user name of the person, and then click the Editlink that appears. Now you can change the role of the person to whichever is most appropriate for your needs.
You have to slice it in HTMl and later to add wordpress to it.

A Wordpress account is a account at Wordpress.com. Wordpress is a blogging plataform. With an account you can make comments and own a blog. Notice that you don't need an account to make comments, but having one improves the experience.
Both Blogspot or Wordpress provide free blogs. Though, it's <blogname>.<Wordpress|Blogspot>.com.

However if you want your OWN DOMAIN name then you need to register and buy the domain from a hosting company like HEART INTERNET that supports WordPress installations. I use Heart Internet in UK for WordPress but there are loads more !! If you have never installed software onto a web domain server before, someone like Heart have hosting that comes with an auto install for WordPress - dead easy. Good Luck - Wordpress is great fun !!
