Double tap your target, go to rotation and set it to 180 for now.

first check all of the linkages from your controls , whether foot controls or hand controls. if it goes up and down with no problem then I'm guessing that maybe there is a rod to keep it level, called a self leveling rod to keep the load from spilling. so check all rods as to make sure they are not bent or missing. if this checks out good then i would take apart the spool valve, your hand control or remove 1 hose from tilt cylinder to make sure of fluid movement.
To tilt the crane in the Twisted Thicket, you need to interact with the control mechanism located near the crane. Look for the lever or buttons that allow you to adjust its angle.
