You need to at least obtain the 2nd badge first. Once that is complete you will need a Gameboy Link Cable to connect with another gameboy to successfully trade. Talk to the lady near the PC in the Pokemon Center and she will ask you to save your game. Choose Trade Center and have the other game do the same. Once inside the room sit down in the seats and a screen will appear with your pokemon. Select the pokemon using the A button and confirm your choice. Do the same on the other game and then confirm your choices one more time and the game will begin trading. Allow the game to save and the trade will be successfull.
