If you have a soothe bell have the Pokemon you want to be happy hold it. Also feed it poffins that it will like the taste of, (you can see in the summary of each Pokemon) as much as you want. Then get on your bike and just ride around a lot and check its happiness on the poketch. Once it has 2 "big hearts" level it up. (Make sure you never put it in a box or let it faint, because its happiness will go down.)
