Obviously having the best hardware is going to make your computer faster but there are somethings you can do to help speed up start up.

First Go to the RUN menu (you can do this by hitting Windows Key + R)

Type in - MSCONFIG - and hit enter

Go To Start Up tab and hit the button that says DISABLE ALL

Next if you have more than one core CPU go to BOOT and select to poot from 2 cpus or as many as you have.

This will speed your boot time.

get a good registry cleaner,and defrag system regurly. scan system 1 or 2 times a month, depending how much it is used.

And many programs are started when the computer boots up.. some of them are unnecessary .. so you can disable the 'star when computer 'starts' option in them

and to boot really fast.. use an SSD (solid state drive) but they are expensive

If you mean improve boot time, you can change the boot up speed to very fast when you start your computer hit F12 or F8 and find the setting. You can also use a SSD to improve your computers speed.

By improving your CPU. Canceling running processes that you don't need to have running at the time. Clearing disk space. Etc.

To shorten your computer loading time, delete stuff you don't use and/or replace your hard drive with a solid state.
