You can't MAKE your sim a voodoo doll. You can, though, go to the secret lot on Twikii Island (If you have the bon voage expansion pack). To get to the secret lot, you will have to dig for treasure (click on the ground, "dig for treasure") and if you dig for a while, you might find the twikii island map tittled "pagoda in the shadows". There are different maps, one for each of the vacation spots. Once you get your sim to twikii island, they will have a choice of visiting the secret lot (it will have a little question mark next to the name of the secret lot). When your sim gets to the hotel or vacation home you can click the sim "walk to lot..." then "pagoda in the hidden shadows". When you get there greet the which doctor and then fix his broken things. make sure your sim has high mechanical skill before you go to the lot. after you fix his broken things, you need to interact with him a tad and then he will give you a VOODOO DOLL. with this voodoo doll you can make people fall in love with you, become friends with you, etc. That's about all you need to know hoped that helped.
