They are pretty easy to find, they have red eyes, grey skin, strange clothes, and sometimes stalk around covering their mouths. Once you find one, build up your relationship with it and it will eventually bite you.
METHOD 2
Open the cheat box (ctrl+shift+c) and type in "boolprop testingcheatsenabled true" without the quotation marks. hold down Shift and click on your sim and click "More.." until you find the icon that says "Make Vampire". Voila! Your sim is now a vampire!
