It would depend on the type of paper or article you are writing as to what kind of tricks you could pull to raise the word count in the document. Try adding adjectives to describe the nouns. It doesn't hurt to add descriptive words to help paint a mental image for the reader. You could also expand on one topic or idea with more detail without limiting yourself to only the pertinent information.
