To have an effective management, you have to identify your needs. Do a mapping network and identify any gaps or conflicts. If an organization is customer service oriented, they should be able to know the go-to person or else it will create confusion because of the hierarchy. Know the areas of expertise and acknowledge the credit for actual work completed. From there you may be able to know who is competent. The hands-on work experience is important than a resume.
