you use transcendant sigil stones to give each of your 9 pieces of clothing +50 magicka and max out INT. you can also use a glitch to copy the necromancers amulet and use that to get +130 instead of the 50 for an amulet. to get the necromancers amulet, you must either never finish the magesguild quest or, after you give up the amulet to traven, finish the magesguild quests within 3 days (before the dungeon the amulet was in resets) and ressurect that lady with the staff of worms and kill her again. the seccond one isn't that hard, i did it first try

This is most likely a glitch please help in oblivion your characters magicka is permanently empty and theres nothing you can do to get it up what do you do?
Did you take the Atronach as your birth sign? It gives you boosted magicka and 50% spell absorption but leaves you unable to regenerate it through normal means.To gain magicka back with this sign you must drink a potion or absorb a spell/use a magicka stealing enchantment etc.
