Do to its size, the mass of a peanut would probably best be measured in grams.
I assume you are talking about cooking, I have measured it is both, but it is easier to get out of dry ingredient measuring cups. Scientifically speaking peanut butter is not quite a liquid or a solid so you can probably use either.

Oh, dude, measuring peanut butter is like trying to tame a wild beast. So, technically speaking, you can use a measuring cup and fill it up to the 1 cup mark, then add about 3 more tablespoons to get around 16.3 ounces. But hey, who's really counting when you're diving into a jar of peanut butter, am I right?
