I am not sure how the speed of light is measured, but that of sound is fairly straightforward.
You could set a loudspeaker to emit sound pulses at a microphone connected to a signal-analyser at an accurately-measured distance away, and time the arrival electronically. If the receiving signal-analyser is triggered by the transmitting pulse that drives the speaker, then the delay between trigger pulse and received pulse can be used to calculate the sound speed very accurately.
I think you could use a somewhat similar method for light, but as the speed of electricity is that of light, I'm not sure how to go about it. Possibly send the light around a series of mirrors or a reel of optical-fibre of known length so each pulse arrives "the long way round" after the directly-connected trigger pulse.
