Sorry there is no action replay. If you completed the Sinnoh PokeDexand received the National PokeDex, Professor Rowan or Oak should have announced that Route 221 is unlocked. Go inside PalPark by the Counter Desk and save. Next (You can only do this if you have platnium) put in your Pokemon Platnium game. Migrate your Pokemon from Pearl or Diamond in Platnium. Then transfer some of your Platnium Pokemon to Pearl's or diamond's in PalPark. Put in your Diamond or Pearl game again and enter a Catching Show in PalPark. It takes a huge amount of time to find Shaymin but hope this improved the answer above. :)
