Well, if you are asking how to migrate Pokemon from Sapphire (or another GRA Pokemon title) to Diamond (or Pearl), this is how you do it:
First, you have to have been to the Pal Park in Diamond, and have the National Pokedex.
Save the game.
Turn off the game.
Put your Sapphire game cartridge into your DS.
Turn on and load your game. On the opening screen there should be a migrate option. It will allow you to choose 6 Pokemon to migrate. (You have to transfer 6 at a time, not more, not less.)
After choosing the Pokemon to migrate, go to the Pal Park again in Diamond (I sure hope you can fly there, because walking there STINKS.).
Talk to the guy at the desk and he'll ask you if you want to play the game. Say yes, and then you have to go in and catch the 6 Pokemon with the special park balls.
Caution: Make sure, if you are migrating something that swims, that you bring a Pokemon that allows you to go out on the water.

I'm sorry to say but no. Only migrate to diamond if your willing to no longer have it on emerald. If you do migrate it to diamond and want it back, you must use a cheat, trade or restart the game.
