Yes you can. After press star or whatever it will go to the main menu, there just press "Migrate Pokemon" or something. You can mirgate 6 Pokemon from your gba game a day. After choosing 6 Pokemon and if you have the natonal dex you can catch them at pal park.

Go to an area where Jigglypuff can be caught, or you could see the man at Pokemon mansion and he'll tell what kind of Pokemon he saw in his garden (everyday its a different Pokemon so you may have to check once a day to see what Pokemon he's seen), or if you've beaten the game mirgate your Jigglypuff from another Pokemon GBA and go to pal park to catch them. afterwards the man at the front desk will ask if you want your Pokemon sent to your PC boxes and you say yes. And there you have your Jigglypuff. (use a moonstone to evolve it into Wigglytuff if you want too).

U need a GBA game and access to Pal Park. Send Pokemon from GBA game on Diamond/Pearl and catch them at Pal Park. U can only send six Pokemon a day. I don't know exactly HOW to send them from GBA game to DS game because i have never tried it since i do not have GBA games, all i know about how to send them is the GBA game has to be inserted in the GBA slot of the DS, sry its not much.
