Yes, it is OK to mix 9.01 and 9, 70/30. Just make sure that an EQUAL amount of developer is mixed in as well. For example, if you plan to mix 1 oz. of 9.01 and 1/2 oz. of 9, then 1 1/2 ounces of developer will need to be mixed into the formula.

Generally, you can have one bass color, and then as many highlights and lowlights as you want. But it is possible the colors for highlights/lowlights would mix together and create a very sloppy look, so do just enough to look cute xD
