If you mean an SD card, it's not required. SD cards are used to download photos and copy save files. If you mean a mod chip, do without one. I am against mod chips due to an inability to remove the chip, and the danger of wercking your Wii. I prefer the Homebrew Channel.
Yes, Mod chips can help. But read the instructions carefully and do exactly as they tell you to. Also consider that if your car is under warranty, using Mod chips normally void the warranty. Check your insurance policy too. Increasing the performance of the vehicle without the companies knowledge might void the insurance as well.
