When you start the game, buy a really cheap property. After doing this, click on edit town and click on the property you would like to move to. After this, a description of the family that lives there will come up. If you look to the bottom of this, there will be a little sign with a house and an arrow pointing down and then some people. Click on this, and there will be an arrow. Just swap the people on either sides and then after it has saved, click on play with this household and you will have your sims in the household you would like the most.
