when you are in the menu with the house's click on the bulldozer tool then move it over the house with the person in it click on it and it should say evict click on yes
if you don't went that house click yes when it say's bulldoze this house or sme thing like that but click no if you want the house
note all your stuff will be sold and you get the money
then click on famliy page click on your person and move in butten

You have to move your Sim out of their house, and then once you have done that you can either move another family in, or delete the house.
You could move the house with the family in it to the houses bin then put the house in a new town but if you do this the family cannot move out of that house whilst in the new town. hope that helped
