Probably the best way is to go in and draw a line where you want it. You can then group the text box with the line so if you move the box, the line will move with it. If you edit the text, though, the line will not move with your 'over-bar' text.

To move selected text under a table in a document, first, highlight the text you want to move. Then, cut the text (usually with Ctrl + X or Command + X) and place your cursor in the desired location beneath the table. Finally, paste the text (using Ctrl + V or Command + V) where you want it to appear. Make sure to adjust any formatting as needed after pasting.

The difference between moving text and copying text is that when you move the text, it is gone from the original spot. When you copy text, the text also stays in the original spot and then also gets copied to a new spot.
