You have to wait a certain period of time and then you must pass the riding level test.
To raise your riding level, you must have logged on a certain amount of days. For instance, for level 2, you must have logged on 10 days. Next, you must complete a series of questions, and get a specific percentage right.
However, soon Howrse are going to remove the riding levels, and the gains will be decided by senority- the amount of days you've logged onto Howrse.
They took away riding levels I think

Riding Level's no longer exist, as Howrse decided to remove them and allow players to advance levels by their seniority. Example: Day one of signing up, the groom job is automatically available to you, since there are no more quizzes to advance.
after 10 (i think) days on howrse (i mean days you go on howrse) you need to have done riding level 1 then go to the riding level page and take the test. Yeah it is 10 days but you have to have logged on for 10 days and done your 1st riding level like you said Riding levels no longer exist on howrse so you can't get to riding level 2 any more. Its equvalent is now 10 days of seniority (you log in 10 times on 10 different days.
If you go to your Riding Levels page, it will tell you when you can take each riding level. =) I attached a link to a nice helpsite.

If you come certain days on howrse to accomplish your objectives it'll have how many days you visit the website and it'll let you go up to the levels that the day chart tells you so the more days you visit howrse the more things you unlock

There are nine achievement levels at the moment. There are too many to put up here, but I attached a link to a help site.
you take the test and if you pass the test you can move up a level
