In the Dock section of the System Preferences you can select from Left, Right or Bottom positions for the Dock.
Make sure you are on the admin side, then you can just drag and drop. You can access your apps folder if you go to finder and then click the "applications" folder. It's simple.

The icons in the Dock at the bottom of a Mac's screen are shortcuts to launch your most used applications and documents. Clicking on an icon in the Dock and dragging it into the middle of the Mac's screen will remove the icon from the Dock. If it isn't on your dock, go to your finder, search imovie, drag it to your dock, and click it on your dock.

You can use any monitor for the mac mini as long as it has either a Thunderbolt, HDMI or DVI port.
