On Howrse, it means to train a horse to 15% in one division. ex. dressage, jumping...
You can obtain a personal training certification by going to college and getting a degree in it. You can also sub or be a assistant for other personal trainers to get more skills.
The usual way to do it would be to take them on rides, but training all day until they are at 20% energy is the fastest way.
