There could be a mechanical failure or the hubs could be jammed with dirt and mud. They will most likely need to be taken apart to see where the problem is.

Sounds to me like the locking mechanism is broken or jammed. The locking mechanism is the claw looking thing near the outer rim of the door. Cold weather will normally turn the OEM grease into glue. A body shop will be your best bet on getting the door open.
Sometimes the plastic coupling breaks, the coupling links the cable from the key barrel to the actual locking latch mechanism. Applying pressure to the coupling (pushing the cable towards and into the latch mechanism) and turning the key can open the bonnet if this is the reason why the bonnet is jammed.

You probably have to replace the tumbler. You MIGHT be able to simply remove the tumbler, remove any jammed pins, and reinstall it without the defective pins, IF jammed pins are the cause of the problem.
