You can try unscrewing the grille and getting your hand or tools up to the latch.
To open the hood latch on a 1996 Buick Park Avenue, the car needs to be put up on a hoist or jacked up. Then a long pole is needed to trip the hood latch. The cable can then be repaired for the hood latch before it is closed again.

Are you Positive the release Cable is broken, I'm currently having the same problem with my girlfriends car but the cable is still attached but the latch is sticking, My best advice is first try pulling on the cable from the interior of your car with pliers. if the cable comes free and the hood doesn't pop Yeah, it's broken, and you'll have to manually pop the hood from underneat MUCH easier said than done. if the cable holds then you're in luck, get a friend to hold the hood release open while you hold the latch on the front of the car and try to lift jiggling up and down also works sometimes and if I'm not mistaken then either one of the springs on your latch is broken or it is just too gummed up with dirty grease, I haven't yet diagnosed my Girlfriends entirely. I'll post my findings as soon as I can. You can also try pulling on the remaining part of the cable with a pair of Vise-Grips or similar, then bang on the hood with your fist a few times. The hood should then pop up enough to enable you to release the safety latch. I've found this works on most cars when you're stuck and there's no one around to help you...
May be a loose or corroded battery cable or broken ground cable
On a broken hood release cable for just about any car, first you must order the proper hood release cable from the dealer or get a "GOOD" one from a junk yard, second you must go to the front of the car after having the replacement cable in your hand, and find a way to spring the hood latch open...probably by sliding under the car with a long straight bladed screw driver and eye protection in case rust drops in your peepers, once you get her open begin the replacement proceedure by disconnecting the cable from the latch under the grill.... then remove it from it the handle end inside the vehicle, do the reverse to install.....slide it in through the inside to the hood latch and affix, not too hard of a job. Always lube the hood latch and cable periodically to keep it from sticking and binding this in turn will keep these type of parts around for a long time . Good Luck, Jay
I would look at the trunk latch for a small lever that disables the remote release when you have the car valet parked. I'm not sure about Stratus, but many cars I have worked on have this feature. Have someone operate the lever in the car while you watch what the cable is doing at the latch. If that is the problem, you should be able to see it.

If the cable is broken, tke it to the body shop as they have to open hoods on wrecks.
