The fuel-filler door is part of the vacuum power-lock system. You must unlock the diver or passenger side door. The fuel-filler door and the trunk will unlock at the same time.

There is no fuel door release unless you're referring to the latch for the central locking system. When you lock the car, the central locking system automatically locks the fuel door (and the doors and trunk lid). Otherwise, you should be able to push the door open easily. To access the servo for the fuel door, open the trunk and remove the inside, right panel. You'll be able to see the vacuum lines and the servo. You can check if this unit is work by having someone lock and unlock the car...you can see the servo's arm moving back and forth....and the sliding pin that locks the fuel door. If it's stuck, check the servo...it could be broken. You can manually slide the pin back and open the door. Use a vacuum tester to check for leaks. With a car this old, you should also check the vacuum lines, rubber connectors, and the ballast tank under the right front fender. This system should be able to hold plenty of vacuum providing there's no leaks.
