open the passenger door,and look where the hinges are...there is a manuel pull behind the panel..you can see it while sitting in the passenger seat

The cap must be pushed down while turning it to the left. You can turn it without pushing down but it will only unlock and open if you are pushing down and turning at the same time.

The 2001 Windstar has no radiator cap. It has an antifreeze bottle.

A small socket, maybe a 6 or 7 mm will do it.
Same problem on my 2005 Honda Civic. Any one has the answer?
