If its the same as the 2001 subaru forester, there are two fuse panel locations: The main one is located on the lower left hand corner of the driver side dashboard where you will see what looks like a pull open ashtray holder. Pull that open and you will see that it is actually a cover for where the fuses are located.

There you will see a 4x6 black box that has a cover on it held on by plastic clips or screws (I forget which). Undo the clips/screws and you will see the fuses. Also, be aware of the fact that underneath the cover that you remove are where two replacement fuses are located along with a fuse puller).

The other one is low in the left side of the dash behind what appears to be an ash tray (mine is full of quarters)' Open that tray and pull up to unsnap the lower hinge.
