Pull that open and you will see that it is actually a cover for where the fuses are located. The second fuse location is located under the hood next to the battery. There you will see a 4x6 black box that has a cover on it held on by plastic clips or screws (I forget which). Undo the clips/screws and you will see the fuses. Also, be aware of the fact that underneath the cover that you remove are where two replacement fuses are located along with a fuse puller).
Forester has two fuse blocks. One is in the engine compartment on the left side behind the battery. The other one is low in the left side of the dash behind what appears to be an ash tray (mine is full of quarters)' Open that tray and pull up to unsnap the lower hinge. The fuse that you are seeking is in the panel right behind it. Good luck!
The main fuse box is on the passenger side of the the dashboard. The passenger side door must be fully open to access this fuse panel.

On the main fuse board when you open it there will be a diagram on the back of the lid. Look for a picture of a triangle with a ! inside. It will tell you where it is and what amp fuse you need to replace it with.

Under the hood, right side near the hood hinge. Insert a fuse in the holder, after flipping the top open, to disableall-wheel drive. (there are spare fuses in the fuse box near the battery) Note that Subaru does not recommend that you do this except for use as a diagnostic tool because it does change the way that the car handles. --Ken
