Open the start menu, and search run, and a program should appear
If you cannot open cmd from the start menu try opening the start menu and entering "RUN" from there type "cmd" and try run that. If you are part of a network and you dont have rights to open it try opening a text editor and typing in "start" save it. Change the name to something like mycmd.bat and run that...
Go to "Run" (in the start menu). Alternatively, windows-key + r brings up the Run menu. Type "regedit" (without quotes).

presuming you are running windows, you can go to "my computer" (from start menu) - then click on the the C drive - then program files - you will then have to find the appropraite folder for the application such as "sony". i can help you no further without the name of the pacific program you can also (if running windows) type in the name of the game in the search bar when you open the start menu. if running windows 7 or vista the seach bar is on the bottom left when you open the start menu, xp and below click on the SEARCH button on the bottom right when you open the start menu.

If you mean the the system configuration utility, open the start menu and select "Run" (if you use Vista, open "All Programs"-"Accessories"-"Run"). Type in "msconfig" and press OK.

temp in the run command box causes windows explorer to open showing the contents of the windows\temp directory.
