There are no rules!
Go into your folder that contains your mcforge.exe, ranks, properties ect and click on 'text'. Then there will be a text document called 'rules' that you can open and change.

If whitelist is enabled on your server all you need to do is open the folder which contains your server and find the whitelist text file and type their names into that.
