there is a handle on the outside of the door... if you pull on it and evaluate it long enough you will eventually open the door. if it don't work... then put a key into the little slot and turn it. then start over with the pulling and jerking on the handle. If you still have trouble.... call your mother
How to fix this depends on where specifically it is leaking from.
on my 1990 lasabre the fuse is behind the glove box
One of the fuse boxes on a 1998 Buick Regal is in the engine compartment on the fender wall just behind the battery. The other fuse box is on the passenger side of the interior near the glove compartment.
If it is a tilt wheel, you will need a special tool to remove the pivot pins.

The Electronic Control Module (computer) on a 1989 Jeep Wrangler is house in a metal case on the firewall. It is on the passenger side of the engine compartment.

Before you even worry about fuses on this vehicle look for chewed wires and dead rodents near the relays at the passenger side of the engine compartment all the way at the front. The wires near the cooling fan relay on this vehicle seem to have been of squirrel bait.
In my '91 PA the panel is just above the driver's left ankle (when he's in 'driving' postion). There is another bank of heavy duty fuses (30 & 40 amp - and relays) in the engine compartment just below the passenger-side windshield wiper.
