In order to open the pawn shop, you must complete your Sim's goals in life (This can be seen by clicking the meter at the bottom of the screen.) Once you have completed all your goals, the pawn shop should be open.
and if you dont know if all your goals are complete eyou would go to the main menu and hit goal checklist DHATT!
