you have to find the director and he will give you a key and you go to the shutters and open them then you can defeat team rocket. hope this helps alot =)

If that's not what you're looking for I have the answer. (When I searched for it, it frustrated me that this is ALL I found so I feel your pain xP) After you go find the "Director" (Team Rocket posing as the director) Defeat him and he will give you the key to the basement. After you get to the basement (The basement is: In the Underground Path in Goldenrod City, there's a hallway that branched off of the path that you probably went down to check out but you couldn't get into the door because it was locked. Your pass will let you go in.) In the basement, after you beat the three guys that are next to the switches, turn the switches EXACTLY IN THIS ORDER: 3, 1, 3, 2, 1, 3, 1 I got it from Retro Cheats and it works. Now, if you are stuck at the Underground Warehouse, battle all the trainers and turn on the switches in this order: 3, 2, 1.
