First off, acrylics dry very quickly, compared to oils. So, you can either paint quicky and spontaneously "alla prima," or you could paint very thin, in layers. A successful technique in illustration is to transfer a tight (detailed) line drawing to a piece of illustration board. "Fix" it with some spray fixative or a thin and transparent glaze of acrylic, neutral in color and value. Then you build up your values in thin layers, working dark to light, laying lighter and lighter values on top of the darker ones, eventually working up to your "highlights." This method retains the underlying drawing throughout and is bullet-proof if lacking in sponteneity. It was the preferred method for many heavy-hitters of the Hollywood movie poster heyday.
Also, thinned out acrylics can be used like watercolors to great effect.

Do you realize that you can get FLAT ACRYLIC PAINT. Flat paint refers to the gloss level. You may want Gloss, Satin, Lowsheen or Flat. Acrylic paint on the other hand refers to what the paint is based on or what binder is being used. Acrylic paint is also refered to as waterbased paint. You most likely are referring to putting flat acrylic over lowsheen or gloss acrylic. In answer to your question - as long as they are both acrylic than you will not have any problems. I am in this answer assuming that you are referring you house paints. If not than the same principle applies - acrylic over acrylic is fine. To keep acrylic from going glossy just don't polish it.
