Windows doesn't support partitioned USB Drives. By default, formatting such a device under Windows will create a single partition utilizing the total space of the disk.
There are some utilities which may allow the creation of multiple partitions, but it is not recommended, or supported.
The only real limit that would apply is the FAT32 partition size limit, which is about 2 TB. No Flash drive comes close to this size.

When you choose the installation partition to install on, choose your flash drive then on startup, hold the option key down, it should show you your flash drive partition to boot up with.
There are no partitions in flash memory that is used in USB port or floppy drives. Usually windows will not allow you to partition these. A CD-rw, which is a CD that can be erased and re-written, can not be partitioned. These can not be partitioned in a sense that they will create two separate drive letters. There is some software made that will partition a flash drive, but it might void the warranty unless it is allowed by the MFG.
