That's Sudowoodo. After beating Winnie, the 3rd Gym leader in Goldenrod, talk to the woman in the flower shop (Its also in Goldenrod, next to the Gym if I'm not mistaken). She will give you the squirtbottle. Use it on Sudowoodo to make it wake up and battle you. Make sure you catch it, its the only one you'll ever find in the game.
