Unless you're self-publishing, you don't. The publisher pays everybody. If you're paying for your own book to be published, you pay an illustrator the same way you pay any other employee. Just give them the money, either in a bank cheque or by electronic transfer.
Nowhere. Once you sell your book, the publisher will find you an illustrator and pay them. Nobody works for free.
