Conventionally, it was recommended that those who perform CPR on those who need it should do both chest compressions and rescue-breathing. Hands-only CPR involves only chest compressions and no rescue-breathing. Hands-only CPR is coming more into favor and has been shown to be just as effective as the former.
The old way of doing CPR was for every 30 compressions, you give two breaths. Now that it's hands only, you simply take away the two breaths and do continuous compressions until the patient has a pulse, or is pronounced dead by a medical provider with the appropriate license to do so. Why it is hands only CPR now, is because when compressions begin, you have build up the efficiency of the compressions. When you take the time to give two breaths, and stop compressions for those few seconds, you have to restart the build up of efficiency of profusion which results in a smaller outcome of survival. Through studies, it has been proven that patients have a better probability of survival with continuous compressions. Push hard and fast in the center of the chest at the nipple line, providing 100 compressions or more per minute.
It is just constant chest compressions. No mouth-to-mouth. It is only to be used by lay people. Medical professionals (police, fire, EMT's Lifeguards) must do also mouth-to-mouth

I believe the legal requirements are to give CPR as you were taught; no more & no less. I understand some teach hands only CPR and if you know and are certified in that technique, then use it. As a professional rescuer, it is not allowed.
One or 2 hands will be used for compressions on child CPR. If using 1 hand for CPR, it should be located on the breastbone in the middle of the chest; the other hand keeps the airway open. If using 2 hands for compressions, interlace them in the same manner as for adult CPR.
It is possible to get sick by performing CPR on someone, especially when doing rescue breaths. Hands-only CPR is an alternative which involves chest compressions which reduces that risk. Also, if someone has been dead for hours, performing CPR on them would be pointless.

It only takes 1 person to perform CPR. An advanced CPR course can be taken to train you on 2-person CPR, which makes it easier and more productive than 1 person CPR.
