You persuade a person by trying to get them to adapt your ideas. You do this by telling them the positive aspects of your point. For example if I am getting the council to adapt more money to go towards planting trees, I would tell them it would beautify the environment, be good for our being, and it will pay off in the long run. Persuading people takes time, planning, and knowing what you are arguing.
