Click PLACE. The window will open (Like a load picture window) select the image and click "Load". The image appears on the topmost layer ready to be moved
You will need to first scan your image and then save it as a file that photoshop recognizes (jpeg, tiff, png, etc.) You can then open the image from photshop (file-> open)

Do a google image shirt of "tshirt" and find an image of blank tshirt. Then use photshop or illustrator to add pictures/text as a template. You can find iron-on pages at many stores such as WalMart or Target that will feed through your printer and you can iron them onto a tshirt

The browser will look for the image file in the wrong place, and you'll most likely get a broken image. In theory, you could get the wrong image, if an image with the same name were located in the right spot. But that's not likely.
