Simply slot the disk in when the ps3 is on in the slit above the panel with the on button on.
I put the disc part way in and the machine turns itself on and takes over. Since I have an HDMI cable and a Sony HDTV the TV also turns itself on and switches to the HDMI for the Sony PS3. When the TV is already on it just switches to the PS3 HDMI. If it's a Video DVD or Blu Ray I then use the TV remote to Start the Disc, for a game disc I use the wireless controller to start the game.
Computers can not play PS3 games and it is not even easy for them to be able to play PS2 games with an emulation program and PS2 bios, but at least is possible. Playing PS3 games is not possible with the current and projected PC capabilities or available software for emulation
