There are many different ways that a person can learn to play an instrument such as a bass. The easiest way for a person to learn how to play an instrument really depends on the individual due to the fact that different people find different methods of learning easier than others.
The best way to practice is to learn how to play and keep playing until you're good at it.
I will give you a finger exercise that hat has helped me immensely. Try this:
On the E string (lowest) play the first 4 frets, one at a time, using all 4 fingers of your fret hand. On the A string move up a fret and play frets 2 through 5. Move your hand up one string and up one fret and repeat again until you get to the G string, and then keep going up in frets as you go back down the strings.
If the formatting doesn't get screwed up, here's what it looks like in tablature:

Keep playing this over and over until your fingers hurt so bad you can't move them. Rest your fingers a while and play it some more.

You just can kinda tell that its wearing away. You also want a bigger grade of pick to really rock.
If you are referring to how people strum the bass. It is a matter of preference and there isn't really a dominant way to play the Bass Guitar. Which ever feels more comfortable is the way you should choose. I play the Bass myself, and I prefer a pick. I also play, and I use fingers only. I place my thumb on the pickguard and use my first two fingers to pluck.
