This game has been around for at least a thousand years- there are records of it being played during festivals in the Courts of the Plantagenent Kings.
Quite simply, one person is blindfolded, and has to try and catch one of the other players, who dance about around them and tease them, touching them but then drawing back before they can grab them, coming close enough to them that they can sense or her them near but not knowing exactly where they are, and so on.
However, when the blindfolded player DOES catch another player, then the other player becomes the 'blind man' until they in turn catch somebody, and so on.
