I think you are asking "How do you make bots only wield knives". To make bots only wield knives, there should be a listed set of options under CPU Player Options. There is a list of weapons and checkboxes that are nearby each weapon choice. Uncheck them all and in the game, bots will not wield a firearm. Note that if you are eliminated by these bots, one of the bots will pick up the primary weapon that you were previously holding. The bot will use this weapon against enemies. This is only present in Counter Strike 1.6 as this has been fixed in Counter Strike Condition Zero where bots will never pick up any dropped firearm.
