This confused me for a second, but I got the answer. The resurgence is only a map pack for the online multiplayer, not campaign.

No, there are no new weapons or perks in the Download pack, only 5 new maps, 2 of them are back from the old "Call of duty 4". its possible that they are only going to make map pack's, not new weapons or perks.

Both the Stimulus and the Resurgence Package are $14.95 and not part of a game special bundle and only the Xbox 360 DLCs are available at Gamestop for digital download purchase

I have heard that the new stimulus map pack for the ps3 will come out a month later than on the xbox 360 which is around April 30th The Resurgence Pack is coming out about a month later than xbox360 and xbox360 comes out June 3rd.

I do not know, but I ran into the same problem last night after I downloaded the resurgence pack. I could not find any of the new maps on free for all...... Wish someone had some insight into this.

No but if you play online download will be paused until you come out of online play.
