Start your own server on a map with _event at the end, preferably koth_viaduct_event. You can also do this on any other map. Press the tilde key "~" to open the developer console. If this doesn't work, look at your advanced keyboard options and turn the console on. Once you are in the console, type "sv_cheats 1" (without quotes) then, type "tf_forced_holiday 2" (again, no quotes).
The rest should play out from there. Yes, this is cheating, but it's the only way to play the old Halloween games. I haven't tested this yet, so I can't guarantee it will work, but it should. If you really want to play Halloween games, maybe you should wait until next Halloween.
